Ben, you are absolutely right about the code. Administrators want most for there to be no negative comments or dissatisfied parents. They will put all sorts of pressure on teachers to make certain that parents are placated.
Happy students + happy parents = happy administrators –> teachers who are left alone
In a situation like this, demographics can be very important. Parents in my setting are very involved in their children’s school time, but they do not come with hyper academic expectations, so having children who come home enjoying German and saying things in the language makes them happy. I’m sure my experience would be different if I had some of the parents that you and others have described over the years.
